Cursplay for FS25 is still under development. This is written in the official GitHub of the developers.

The camera rotation function is not available. Instead, you can rotate the object around its axis by holding the right mouse button and moving the mouse. To zoom in or out, use the mouse wheel. To move the camera around the map in build mode, you need to select an object to place and simply move the mouse in the desired direction. Make sure you have selected an object to place, otherwise the camera will not move in any direction.

The mod is taken from the official developer repository on GitHub. Try unzipping and copying the mod folders to the mods directory.
