Western Star 4964 Fuel Transport v 1.0.3

This combines two excellent modifications that, in my opinion, ought to have existed from the start.
The fuel tanker is FSMiners, and the truck is a classic built by the folks at Tri-State Modding.
holds 20,000L and works with all the liquids I could locate, including "Liquid Lime."
